On Monday, February 10, Lockhart ISD's Board of Trustees called for a $93.5M bond election with no school tax rate increase for May 2025.
If approved, the Bond would provide funding for the construction of a new middle school with room for an additional 1,200 students across grades 6-8. $1.5M will be saved for future development of other campuses as the district continues its growth.
The school tax rate will NOT increase if the bond passes. Due to new residential and commercial construction, Lockhart ISD is rapidly growing, resulting in increased property values in our district, this bond can be proposed with NO tax rate increase to taxpayers. Individual tax bills may go up due to increased appraised values beyond the district's control.

As of 2025, Lockhart Junior High is at 97% capacity. If approved, middle school #2 would alleviate crowding by housing an additional 1,200 sixth to eighth grade students. As of 2025, the student population at Lockhart Junior High is at 97% of the campus capacity. By 2027, it is projected to be over capacity by 5%. By 2029, it is expected to be over capacity by 9%.
A school bond is like a home mortgage, but for schools,
It allows our district to complete big projects like building new schools, upgrading classrooms, improving safety, and repairing aging facilities. If approved, the May 2025 bond will allow us to build a brand new middle school at no school tax rate increase.
A bond helps us invest in better learning environments without affecting daily school operations or teacher salaries. Bonds must be approved by voters and can only be used for facilities and infrastructure—not ongoing costs like salaries or supplies.
If approved by voters, the district plans to:
- Construction for the development of a second middle school to house an additional 900 students in grades 6-8.
- $1.5M will be saved for future development of other campuses as the district continues its growth.
- The land for middle school #2 has been donated.
- No school tax rate increase. Due to new residential and commercial construction, Lockhart ISD is rapidly growing, resulting in increased property values in our district. This bond can be proposed with NO tax rate increase to taxpayers. Individual tax bills may increase due to appraised values beyond the district's control.
Portables are a cost to taxpayers.
Since 2019, Lockhart ISD has spent $2,149,523 of taxpayer money from the district's Maintenance & Operations budget on portable buildings to support the rapid increase in student population.
Portables limit how much LISD can invest in student services, staff pay, and campus upkeep.
Portables are paid for through the district's Maintenance & Operations (M&O) budget. The M&O budget also funds the purchase of necessary campus supplies (such as desks, computers, and more), teacher and staff salaries, student services, and all other costs that come with maintaining the school district. When the district is forced to pull from this budget to build portables, it limits how much we can invest in Lockhart ISD students, staff, and campuses.
Portables may not be a long-term solution.
Currently, 24 classrooms are housed in 16 portable buildings across the school district.
While portable buildings are a temporary fix, they are not an effective long-term solution to support the rapid growth Lockhart ISD is experiencing.
Portables may pose a safety risk to Lockhart ISD students and staff.
Portables are not physically connected to the main building, creating potential safety concerns despite being fenced in. They remain more vulnerable to unauthorized access from individuals near the campus. Additionally, as students and staff travel between the main building and portables, they are exposed to severe weather conditions and visible to individuals outside the campus. Frequent maintenance is also required due to shifting and settling, which can cause doors to not close properly, creating an additional safety concern.
