Hello! I am pleased to serve Lockhart ISD as the Gifted and Talented Facilitator. Prior to joining Lockhart in 2017, I was a Gifted Specialist in Round Rock ISD. I have been teaching for over 30 years and have taught ESL, 4th and 5th grade. When I moved to Gifted Education in 2001, I knew I had found my home. I consider myself a constant advocate for gifted students and their special needs. I also feel that it is important to help others in this understanding. I have presented staff development on the local, district, and state levels. I recently served on the TAGT (Texas Association for the Gifted and Talented) Education Board of Directors as the K-12 representative. TAGT strives to positively impact the lives of gifted and talented individuals by providing relevant, innovative programs and services through an engaged, diverse membership. The Texas Association for the Gifted & Talented connects and empowers educators and parents to meet the unique needs of gifted and talented individuals through awareness, advocacy, and action. With proper guidance, gifted students can reach their full potential and possibly change the world!
When I am not at school, I love spending time in and around the water. I am a scuba diver, boater, waterskier, and even a certified lifeguard! I enjoy traveling with my husband of 38 years and scrapbooking the memories. I have two grown sons; one living in Colorado and one in Washington State!
If you have any questions about the Gifted and Talented program in Lockhart ISD, please feel free to contact me at sheila.mulbry@lockhart.txed.net. I serve the students at Bluebonnet and Navarro Elementary Schools, and help with gifted services at Lockhart Junior High School.

Hello! This is my 19th year teaching in Lockhart ISD. I have had the pleasure to teach at Lockhart High School, Lockhart Junior High, and Navarro Elementary in the course of my career here. My degree is from Texas State University in San Marcos, and I am currently completing my Master’s in Curriculum and Instruction through Sam Houston State University.
I grew up here and graduated from Lockhart. I still live in Lockhart now, with my husband and 2 girls, Evalyn and Jordynn, and our 2 dogs, Luna Lovebug and Mr. Darcy.
We enjoy taking our camper out to new places, traveling, and reading. Our favorite is Harry Potter, and we do all things in the Wizarding World.
My goal in the Gifted & Talented program is to help our brightest and most creative students shine and find a passion for reading and learning that will extend into their lives.
If you have any questions about the Gifted & Talented program, please contact me at julayne.williams@lockhart.txed.net or call/text me at 512-387-7023. I serve Plum Creek and AB Strawn Elementary Schools weekly, and I am the contact person for GT services at Lockhart High School, PRIDE High School, and LDMC.
