Meet the Board
The Lockhart ISD Board of Trustees is composed of seven members. Four trustees are elected from single-member-districts, and three are elected at-large. Trustees are elected to serve four year terms.
They provide vision and leadership to the school district, advocating for public education and making decisions that best serve the needs of children. The LISD Board of Trustees functions under the laws of the State of Texas in establishing district policy. Board Meetings are open to the public except for designated executive sessions held in accordance with Texas Open Meeting Laws.
The current Board officers are President Steve Johnson, Vice President Michael Wright, and Secretary Warren Burnett. Learn more about all of the Board members below.
Dr.Barbara Sanchez is a lifelong resident of Lockhart and a Lockhart High School graduate. She is an educator with over 40 years of advocating for students and teachers.
Her teaching career began in Lockhart ISD, leading her to later opportunities in AISD as a teacher, language arts specialist, Title 1 coordinator, bilingual specialist, Texas Education Agency specialist, ESC Region 13 Education consultant, Elgin ISD assistant superintendent,USSIE staff developer, and Frameworks Staff Development National Literary consultant. She currently works as an independent literacy consultant.
Rene Rayos begins his first term serving District 2. He is a life-long resident of Lockhart and a Lockhart High School graduate. He works as a program specialist for the Family Planning Program at Texas Health and Human Services.
His volunteer work has included serving on The Education Foundation for Lockhart ISD, the Lockhart Evening Lions Club, serving as Past President and Education Chair for the Greater Caldwell County Hispanic Chamber of Commerce, and is a member of the Domitila H & Timoteo R Juarez, Sr. Excellence in Education Foundation. He is also a graduate of the 2018 Lockhart ISD Leadership Lockhart Program, which provided him an in-depth understanding of school district operations.
Tom Guyton is serving his second term on the LISD Board. First elected in 2009, Guyton’s service includes a leadership role as Board secretary since June 2015.
Guyton grew up attending Lockhart public schools, graduating from Lockhart High School. He then continued his studies at University of Texas and Huston-Tillotson University, earning a bachelor’s degree in psychology, and later earning a Masters in Education from the University of Phoenix. He is certified at all music levels. Guyton is currently the director of bands for Del Valle ISD.
Guyton’s other volunteer work has included service on committees for the City of Lockhart as well as school district committees prior to his election.
He has a loving and supportive wife and is the proud father of three "perfect" daughters.
"My father served on the Board, and we were always taught that we should give back to our community. My service on the Board is my way of giving back to my community."
Sam Lockhart retired from Lockhart ISD with 37 years of service in various roles including teacher, coach, assistant principal, principal, and district testing coordinator. He is also a United States Navy veteran.
A long-time resident of Lockhart, his three children attended school in LISD and graduated from Lockhart High School.
Warren Burnett has been a resident of Lockhart for 18 years. He is a graduate of Bastrop High School. He and his wife, Nicole Burnett, Director of Golden Age Home Assisted Living have 2 children who are Lockhart Lions. Warren is also the owner and operator of Burnett Masonry Construction.
Burnett has experience working in the education system in Bastrop ISD focusing on emotional disturbed teens. He continues to volunteer with junior high and high school programs through First Lockhart Baptist Church and several other community events.
Burnett is active in the community serving on the Parks & Recreation Advisory Board as well as the President of The Ridge at Lockhart HOA. He is also a deacon at First Lockhart Baptist Church. You will also find him volunteering alongside his wife with the Lockhart Kiwanis Club.
Burnett believes in hard work, respect and striving to leave things better. His lifelong love for sports has taught him to be a team player. He is not a politician. He is a family man trying to make a difference for his children and the lives of the children around him.
Michael Wright was elected as an At-Large Member of the Board of Trustees in November 2014. He is a graduate of Lockhart public schools and obtained his degree from Texas State University in Business Administration. He is currently retired from the Texas Water Development Board after 34 years of service.
Wright and his wife, Janie, have been married 35 years and are lifelong residents of Lockhart. His wife dedicated 38 years working for the Lockhart School District before retiring in 2016. They have two children--Michael Martin Wright and Amanda Wright, who are also both graduates of Lockhart High School.

Steve Johnson is serving his second term, first elected to the LISD Board in 2014. He served as vice president from 2015-2016 and currently serves as president.
Johnson grew up in Lockhart and attended Lockhart High School. He later attended Schreiner University on a scholarship for basketball, later transferring to Southwest Texas State University. Johnson currently owns a business testing propane trucks and trailers to ensure safe operations.
In addition to serving on the board, Johnson volunteered for nearly 20 years coaching children. His passion is in service to children, and this ultimately led him to serving on the LISD Board of Trustees. Johnson’s focus is on accountability, not only or students but also staff and leadership.
